Position Summary:
As a member of the Clinical Services Division Management team, the Manager is accountable to the division Director for the management of the assigned Program Standards, Requirements and Protocols of the Ontario Public Health Standards (OPHS) 2018 and other duties as assigned by the Director.
If assigned, responsibilities will include management of the Sexual Health Program. Areas of emphasis include Sexual Health Clinical Services and STI/BBI case management.
As a member of the Health Unit Management Committee, the Manager is accountable to the Divisional Director for assisting in the operation and administration of the Health Unit and ensuring staff work within the appropriate scope of practice.
The Manager regularly encounters differing complex problems requiring judgment to identify and analyze alternative courses of action and apply them to new solutions or applications.
Direction is to be sought when solutions to problems are not apparent and/or the potential for and consequences of errors are high.
The position involves travel and variations of the working day. This position also requires 24/7 on-call on a rotational basis as part of the Management team.
Duties and Responsibilities will include:
Administration and Human Resources
- Assists in the operation and administration of the Health Unit including strategic and human resource planning, financial management, policy and procedure development and compliance and ensuring adherence to relevant legislation.
- Ensures adherence of assigned program staff to collective agreements with local bargaining units.
- Participates in the Health Unit Management Committee and may represent the Director on the Senior Leadership Team in their absence.
- Participates in the recruitment and supervision of program staff.
- Conducts performance management of assigned program staff.
- Advises the Director of staffing issues, needs and accomplishments.
- Consults with the Director, other division management staff, and the Director of People & Communications and/or Manager, Human Resources on labour relations and personnel matters as appropriate.
- Ensures assigned program staff are working in a safe manner and in a physically and psychologically healthy and safe working environment as required by Occupational Health and Safety legislation and in accordance with the National Standard of Canada for Psychological Health and Safety in the Workplace.
- Works in accordance with the National Standard of Canada for Psychological Health and Safety in the Workplace.
- Generates regular, timely, complete and accurate records and reports to adequately reflect the general operation of the assigned program areas and reports as required by the Director.
- Provides leadership support to the Director in the operation and administration of the division.
- Assists in the creation, maintenance, and communication to division staff of a divisional policy and procedure manual.
- Consults with the Chief Nursing Officer/Manager, Professional Practice on matters related to professional practice.
- Ensures compliance with various legislation and organizational policies (i.e. Freedom of Information and Personal Health Information Protection Act, Occupational health and Safety Act, collective agreements).
Professional
- Provides leadership, expert information and advice to the Director, Management Committee, Health Unit staff, community partners and the general public regarding assigned program areas.
- Maintains competency by attending appropriate continuing education workshops, conferences and seminars, through private study and/or participation in networks as approved by the Director, and in accordance with Regulated Health Profession Legislation as applicable.
- Maintains effective working relationships with Health Unit staff and personnel of other community agencies.
- Liaises with Ministry Consultants, elected and appointed Officials, other health units, provincial organizations, and other agencies in consultation with the Director.
- Represents the Health Unit, division and/or assigned program areas on committees, boards and task forces as appropriate and as approved by the Director.
Financial
- Assists the Director in the financial management of the division including determining resource requirements, making optimum use of resources, and administering the program budget.
- Assists in the creation and maintenance of an inventory of division equipment and resources.
- Maintains awareness of external funding opportunities and ensures the preparation of funding and partnership proposals and the implementation and evaluation of resulting programs and projects.
- May function as a primary Ministry contact.
Program
- Facilitates collaborative, cooperative, coordinated work within assigned program areas and with other Health Unit staff and partners as appropriate to support the efficient and effective management of divisional programs.
- In collaboration with division staff and other partners as appropriate, use evidence-informed decision making in the planning of programs and services in accordance with relevant legislation, policies and procedures, protocols and guidance documents.
- Guides program to advance health equity for identified priority populations.
- Participates in regular division meetings and chairs team/individual meetings as needed with assigned front-line staff and others as appropriate to ensure the effective and efficient delivery of assigned programs and services.
- Assigns and/or facilitates participation in research, knowledge exchange and communication related to assigned program and services.
- Ensures divisional programs and services are compliant with the Provincial Infectious Diseases Advisory Committee’s relevant best practice documents.
- Collaborates with medical director and/or designate to develop, revise and implement medical directives.
- Provides support and advice to staff when dealing with complex and/or sensitive situations.
Physical
- Performs work in an environment (primarily indoors) with little to no exposure to disagreeable conditions or hazards.
- Does light physical activity of long duration and medium physical activity of intermediate duration.
- Performs work involving almost continuous periods of mental, visual and/or auditory concentration of intermediate duration and/or frequent periods of long duration.
- Detects and works toward eliminating health hazards in all assigned areas.
Qualifications:
Education
- University degree in health-related discipline
- Master’s degree in related discipline is preferred
If assigned to the management of the Sexual Health Services program: - Baccalaureate Degree in Nursing and Certificate of Registration as a Registered Nurse with the College of Nurses of Ontario
- Requirements for employment as a Public Health Nurse as per Regulation 566 of the Health Protection and Promotion Act
Experience
- Minimum five years in community/public health
- Minimum five years in Communicable Disease Prevention and Control Programs in Public Health is preferred
Other
- Proficiency in the knowledge, skills and attitudes required for the role of Public Health, Manager/Supervisor as defined by the Core Competencies for Public Health in Canada
- Working knowledge of the OPHS
- Ability to effectively support interprofessional teams, and quality professional practice
- Exceptional interpersonal, oral and written communication skills, leadership and team building skills

- Demonstrated customer-service and interpersonal skills at a level to develop and maintain cooperative/collaborative working relationships both within and outside the organization
- Ability to demonstrate initiative consistently with commitment to quality improvement
- Demonstrate the ability to access, synthesize and translate population health data to describe the importance and underlying causes of a health issue and identify options for action
- Demonstrate the ability to plan, implement and evaluate programs
- Demonstrate the ability to develop community partnerships, to identify and strengthen local community capacities to act on health issues, and to establish and maintain linkages with community leaders and other key stakeholders
- Demonstrate knowledge of health communication and

- Demonstrate proficiency in Microsoft Office, the internet, and any other related software
- Valid Ontario driver’s license and access to a vehicle
- Current and satisfactory Criminal Records Check and Vulnerable Sector Search
- Proof of immunizations required by HKPRDHU
- Satisfactory completion of probationary period (6 months)
- For Nurses, current CPR and First Aid (HCP level) or willingness to be certified at this level within 2 months of hire
